The Mayor and Council appoint the City Manager whose duties are to carry out the policies of Council and be responsible for the day-to-day operations of the City.

2018 - Darcel and Kevin Myers are the recipients of the 24th Spirit of Union Award.

2017 - Mildred McReynolds Atchison is the recipient of the 23rd Spirit of Union Award.

2016 - Linda and Gary Sonner are the recipients of 22nd Spirit of Union Award

2015 - Brenda Hutzel is the recipient of 21st Spirit of Union Award
